Chengdu Municipal Bureau of Commerce, Chengdu Municipal Economic Committee, Chengdu Municipal Agricultural Committee, Chengdu Municipal Bureau of Science and Technology, Chengdu Municipal Administration of Food and Drug, and Chengdu Municipal Federation of Industry and Commerce:
In accordance with the implementation plan on internationalizing the priority and featured industries of Chengdu, we hereby report on our specific initiatives supporting the entry of the local enterprises into the international market, helping the enterprises to expand international cooperation and participate in international competition.
Ⅰ. Include the enterprises in priority and featured industries in the green channel for overseas business trips to facilitate the entry of the enterprises into the international market. For significant events, for example the proposed “2008 Overseas Trip” for Enterprises in Priority and Featured Industries, the leading departments like Chengdu Municipal Bureau of Commerce, Chengdu Municipal Economic Committee, Chengdu Municipal Agricultural Committee, Chengdu Municipal Bureau of Science and Technology, Chengdu Municipal Administration of Food and Drug, and Chengdu Municipal Federation of Industry and Commerce may exercise centralized administration on the priority and featured enterprises, provide examination on the reasons and personnel of overseas business trip, so as to make the overseas business trips of the enterprises easy and convenient.
Ⅱ. Each leading department may recommend 2 to 3 enterprises whose applications can directly be sent to the Leading Group of Foreign Affairs Work, CPC Chengdu Committee, instead of being transferred by the responsible municipal departments or districts (cities)and counties for examination and approval so as to simply the application procedures.
Ⅲ. Implement preliminary on-line examination and approval of enterprises’ overseas business trips, so as to save the enterprises unfamiliar with the procedures from unnecessary visits to Chengdu Municipal Foreign Affairs Office. The enterprises will be kept updated through short message service or e-mails on the process of the application.
Ⅳ. Chengdu Municipal Foreign Affairs Office will give full play to its strengths in multiple foreign exchange channels and rich information so as to provide the enterprises with consultation on the importing country’s policies and laws in a timely manner, and make vigorous efforts to provide information of foreign economic cooperation in accordance with the enterprise’s industry advantages and market demand.
Ⅴ. Strengthen communication with Chinese embassies and consulates in foreign countries, with foreign embassies and consulates in China, and with Chengdu’s international sister cities, so as to help the enterprises to expand foreign market.
Ⅵ. Step up efforts to promote the APEC Business Travel Card. Actively handle application of APEC Business Travel Card in accordance with the needs of the enterprises.
